| Information technology as a tool for the third industrial revolution, the importance of economic and social development in cities has become increasingly apparent. The develop-ment of today’s cities, more and more depend on their information advantage, it’s an inevitable requirement to promote information technology. City informatization construction mainly manifests in the following areas:to accelerate the development of information industry, to full develop and applicat information resources, to strengthen the information infrastructure, to extensive use IT in various fields of social and economic life. City informatization is the driving force of urban modernization and internationalization, can effectively solve the many problems encountered in the city run. It’s necessary to evaluat the level of city informatization after it builds for a period of time, to understand the development trend of a city’s informatization in different periods, or the informatization order of the different cities during the same period, it’s great significant to guide thecity’s follow-up information in an orderly manner.In this paper,with the theory and methods of regional economics, city economics, information economics, statistics and other related disciplines, and with emphasis on the evaluation of city informatization level,I collect relevant data from the real social and economic life, determine the specific analysis of indicators, establish an evaluation model, and proposes countermeasures to promote city informatization. The contents include:1.0n the basis of reviewing and commenting the relevant theory of informatization level evaluation,I try to further interpretate the connotation of city informatization and the specific contents. According to the characteristics and trends of city informatization, combined with the principle of city informatization evaluation------scientific, systematic, comparable, operability, and dynamic with information infrastructure, development of information industry, the use of information resources, information resources, information main for the evaluation content,! present to put forward a index system level of city informatization evaluation, and build on city informatization level evaluation models by apply analytic hierarchy process which is a combination of qualitative and quantitative,to provide a viable research method for detecting the level of city informatization. Then t aking Hangzhou city for an empirical study. The results show that the development trend from2006to2010,, the information industry development indicators of Hangzhou appears small-amplitude wave phenomena, other indicators showed a steady upward trend. On the whole, the informatization level of Hangzhou is higher than Ningbo, Wenzhou City in Zhejiang, HangZhou’s informatization construction in a leading position in Zhejiang.2. Based on the evaluation results of Hangzhou city, as well as the informatization development relevant experience of domestic and foreign cities,I raise development strategy of Hangzhou informatization.First,we must increase efforts to grow information industry. Taking IT innovation and information industry growth as City Informatization "engine", drive the city other areas technology upgrades and development pattern.Second, Second, we want to accelerate the pace of other industries informatization,including the promotion of high-tech industries, cultural industries, traditional industries and so on. Third, we must ensure the important position of government informatization. The government has a window of publishing the policies. Information disclosure can improve the credibility of the government, e-government can provide convenience for city people. Fourth, we must build information security system. Strengthen the security system construction, information standardization construction, IT personnel education and training system and information security system construction and other measures, to ensure city informatization mechanism operating efficiently and safely. |
