In the1980s, the State Council carried out the policy of constructing with loans and repaying with charges, which solved the problem of the shortage of highway construction funds. Although the toll road in China has driven the social productivity, it also brought about lots of problems.Our government manages the operations of toll roads in macroscopic and microscopic aspects. In macroscopic aspect, our government mainly coordinates the relations between toll roads industry and others through formulating regulations and policies. In microscopic, our government intervenes the operations of toll roads directly by its power including: market entry regulation, market structure regulation, charge standard regulation and service quality regulation. Government is the supervisor of toll roads, the management of our government has some problems, such as:no distinction between government, enterprise and public institution, low administrative efficiency, and lack of service awareness.The USA and Japan develop well in toll roads, which is worth learning by China. The role that government plays in the operations of toll roads is leading and regulating and they own a perfect system of laws and regulations, which provides a guarantee to the well operations of toll roads. Therefore, our government should do the following aspects to manage the operations of toll roads:specifying its function, constantly perfecting the relevant laws and regulations, controlling the power of operations of toll roads. Moreover, diversified and hierarchical management should be needed in different kinds of toll roads; our government should bring in Citizen participation mechanism in the process of supervision to strengthen it.
