As an important tool of releasing the shortage of funds for highway construction inChina, accelerating the development of transportation infrastructure, toll road impetus thedevelopment of road transportation effectively, as well as makes great contribution forChinese economic development. The achievement of implementation of toll road has beenapproved and praised by international road community. According to existing legal provisions,the total tolling time of operating toll road is generally25to30years. In other words, theroads starting tolling in1980s and1990s will expire in recent years. The problems of retaking,intervening, transferring and management the expired operating toll roads by governmentmust be solved as soon as possible. Due to the lack of rules in the aspects of operation andmanagement of retaking operating toll roads in existing laws, as well as the weak theoreticalstudy, it is extremely difficult to provide practical guidance for retaking work of operating tollroad. Based on this fact, this paper studies the issues of retaking and management of expiredoperating highway. Take Guangdong province in China as an example, these key issues arestudied specifically to provide theoretical and technical supports in the practical work ofretaking and management of expired operating highway, and ultimately to make somecontribution to the road management and effectiveness of road network in China. The majorwork and research contributions include:1. Study the existing law of operating highway, and analyze the issues that may arise inthe process of retaking and management of expired operating highway. The issues include: theobjects of expired operating highway, the determination of retaking objects, the managementand criteria establishment after retaking, criteria establishment and process management ofacceptance check, the reasonable procedures and working mechanisms of retaking operatinghighway and so on. According to the new situation of Guangdong operating highway,corresponding countermeasures are studied and proposed.2. Study the administrative management system and operation mode after retaking theoperating toll way. Analyze the main problems after retaking as well as make a more in-depthstudy on the management system and the mode of operation management of expired operatinghighway under the existing regulatory system.3. On the basis of analysis and argumentation in the necessarily of continuing tollingafter retaking operating highway, this paper proposes two-step pricing model to solve theminimum tolling criterion, which can provide an effective decision-making suggestion for themanagement of retaking operating highway. 4. Study the traffic flow management strategies and its key control technology ofretaking operating highway. A variable and dynamic tolling bi-level model is proposed tobalance the traffic flow in transportation network with retaking operating toll road based onproposed minimum tolling criterion, and combined genetic and Frank-wolf algorithm are usedto solve the proposed bi-level tolling model. Simulation results show the effectiveness ofproposed model and algorithm. According to the difference of the traffic demand of high andlow peak, the impacts on surrounding road network in case of canceling tolling after retaking,as well as related traffic flow management and control strategies under high and low peaktraffic demand is also studied.5. Study the forecasting means which are suit for the management cost, maintenancecost and total operation and management cost of retaking expired highway. According to thepossibility of calculation of management and maintenance cost after stop tolling for expiredoperating highway, this paper employs gray model GM (1,1) to forecast the cost ofmanagement, combined neural network-Markov chain model to forecast the cost ofmaintenance of retaking operating highway, and combined neural network and geneticalgorithm to forecast the total operating cost. A ‘low-rate, long-term’ strategy is proposed toraise funds for retaking operating highway.The ultimate goal of this study is for practice services. This paper aims to provide atheoretical basis for the retaking work of expired operating toll road, as well as promote thedevelopment of related theory and regulations. This can provide support and guidance to theretaking work and practical management of expired operating toll road, and promote a healthyand sustainable development of road department in China.
