As people’s living standards improving and the pace of life accelerating, people’s demand for cold chain products is growing. At the same time, the high number of food safety issues results in higher quality requirements of cold chain product requested by customers. Distribution of modern society is faced with enormous challenges. On the one hand, the trend of urban-rural integration expands the scope of distribution and delivery; on the other hand, the acceleration of urbanization causes the urban traffic congestion problem getting worse. To cold chain distribution enterprises, develop a reasonable vehicle delivery plan will not only reduce the distribution costs effectively, but also ensure the quality and safety of products.The traditional studies of vehicle routing problems are mostly about static vehicle routing problems. It is generally believed that the cost caused by any vehicle on the road relates to the length only, ignoring the factor of travelling time. However, in real traffic network, travelling speed of vehicles travelling on any roads is dynamic. And the shortest path may not be able to ensure that traveling time is the shortest. Cold chain products have the characteristics of perishable. And the product quality is sensitive to the time factor. To the cold chain products distribution enterprises, it has more practical significance to consider transportation costs per unit time than to consider transportation cost per unit distance. Therefore, based on the characteristics of perishable of cold chain products and making a comprehensive analysis of fixed cost, transportation cost, energy cost, and cargo damage cost and penalty cost in the process of the cold chain distribution, this paper builds time-dependent cold chain product distribution model under dynamic network and designs a genetic algorithm to solve the model. Finally, this paper utilizes the designed genetic algorithm to solve an actual case and verifies the effectiveness of the model and algorithm.
