With the development of socio-economic and the speeded-up pace of life and work, the requirement of frozen foods is increasing. The objects of the refrigerated-transport belong to the fresh foods. Whether can refrigerated transport be achieved in high quality and efficiency is not only related to profits, but also related to people's life. However, the present stage, our country's resources of cold storage and refrigerated transport are in short. The domestic refrigerated and insulated vehicles are limited; food waste is very serious because discarded each year caused by rotting; the vast majority of cold-chain logistics mainly complete by the production enterprises, which own the cold storage freezer themselves and sent directly by refrigerated trucks to the distributor or the retail outlets doing the distribution of their own totally. This is incompatible of Chinese frozen food and the rapid development .Seriously hampered the development of Chinese frozen food and cold chain. Based on this point, choose the cold-chain logistics of the frozen food and transportation decision making as the theme in this paper for research.Compared with the normal atmosphere temperature transport, refrigerated transport has different features in perishable products and special transportation equipment for distribution. Therefore, the refrigerated transport is more stringent on the time window and the quality of the frozen food, and occurs penalty cost in great probability during transportation, which thinks less in normal atmosphere temperature distribution and logistics vehicles of the models did not take this path possible cost. During cold storage transport, for the delivery of products needing maintain at a low temperature environment, the transportation cost exists damage possibility, which rarely taken into account in the model of transport at room temperature. In view of above, this paper is guided by the transport system of decision-making theory, analyzes the relevant factors of refrigeration affecting the transport, makes the mainly contents about the transport decision-making and establishes various decision-making model of transport by the case analysis to verify the validity of the model. This dissertation consists of six chapters. Chapter 1 and Chapter 2 are taken as matting for the next chapters. Chapter 3, chapter 4 and chapter 5 are the major parts.Chapter 1 introduces the chosen topics'background, research objectives and relevant research literature in this article. In terms of theories,Chapter 2 describes the characteristics, principles and main transport choices in frozen food transportation and analyzes the rational choice mode of transport including the transportation route optimization, transport modes reasonable and transport costs optimization, etc. Chapter 3 in-depth studies the choice of mode of transport mainly about several service quality of transport modes, analysis on the technical performance and economic characteristics. On this base, study for several frozen food transport modes in transport, cost, rapid, security and convenience options, then establish a comprehensive evaluation method to choose the transport model, to discuss how to select and optimize the transport model. Chapter 4 studies on the optimization problem of transport refrigeration path. First, introduce the basic methods and assumptions in transport routes optimize. Then based on taking into account of bad temperature controls, which result in damage costs and the penalty costs beyond the time window to touch customers, establish the transport model of frozen food and design the algorithm to verify its effectiveness through the case. Chapter 5 studies on optimizing decision-making in the transport of refrigerated transport and analyzes the transit transport issues to establish direct transport and transit transport decision-making model.
