Research On The Central Government’s Responsibilities Of Low-rent Housing Security In Our Country

Since the monetization reform of housing distribution, people’s housing needs has been released greatly, and their living standard has been improved, which not only reducing the burden of the governments and enterprises, but also stimulating the rapid development of the real estate industry. But because the housing market-oriented reform paid too much emphasis on the housing commodity attribute and ignored its security attribute, as a result, the price of the housing in our country is soaring, and those urban low-income groups who have difficulties in housing cannot resolve their housing problems from the housing market by themselves. The inequality in the housing area is expanding and this will affect the sustainable development of Chinese economy and the realization of social equity seriously. How to guarantee the housing rights of those urban low-income groups, placed in front of Chinese governments, who safeguard social equity as their responsibility and take the fundamental interests of people as the starting point.All the central and local governments have responsibilities to provide housing security for urban low-income groups who have difficulties in housing, as low-rent housing security. However, because the central government and local governments have different functions and status, the responsibilities of low-rent housing security they should take, the meaning when they take responsibilities, the performance and influence when they do not take responsibilities adequately, as well as measures to strengthen their responsibilities are different. The central government, as the highest organ of state administration who administers the whole state’s low-rent housing security, taking its responsibilities or not will affect the attitudes and measures what local governments may take directly. Therefore, in order to promote our country’s low-rent housing security to develop soundly and rapidly, this research base on the angle of the central government, using literature research, qualitative analysis,quantitative analysis and other methods synthetically, study the responsibilities that the central government should take,the significance if the central government undertake its responsibilities and its practice, the performance and reasons of the central government’s default, in order to give some suggestions to strengthen its responsibilities finally.The research found that:our central government in the process of providing low-rent housing security, should undertake responsibilities of giving financial support to local governments’low-rent housing security, perfecting the system of low-rent housing security and its supporting mechanism strengthening the constraints and incentives of local governments’low-rent housing security behavior and so on; the central government undertake the responsibilities of low-rent housing security, having special significance, such as promoting local governments to undertake their low-rent housing security responsibilities and coordinating the development of different areas; in practice, to a certain extent,our central government has undertaken its responsibilities, helping more and more urban low-income groups who have difficulties in housing resolve their housing problems; due to the imperfect financial management of divided tax system, the lack of the law of low-rent housing security,the existence of GDP performance assessment mechanism, our central government has not undertaken its responsibilities adequately, for example, it hasn’t invested enough money,the low-rent housing security system and its supporting mechanism the central government provided were not perfect, the inspection and supervision of local governments was insufficient, there was no incentives to encourage local governments, as a result,there are some problems in our low-rent housing security, such as the coverage of the low-rent housing security is narrow, the location of the new low-rent housing is unreasonable,the allocation of the security resources is unfair, the quality level of low-rent houses is low and so on;finally, we can draw the conclusion that:we should do, such as perfect the financial management of divided tax system, establish and perfect the law of low-rent housing security, perfect the performance assessment mechanism of local governments and so on to strengthen the central government’s responsibilities of low-rent housing security, defining the expenditure responsibilities between the central and local governments reasonably,promoting the construction of legal system of the financial management of divided tax system, clearing the central government’s legal responsibilities of perfecting the system of low-rent housing security and its supporting mechanisms and supervising and checking local governments, perfecting the content and method of the performance assessment mechanism.
