| Culture is an intangible asset, but with its strong penetration, it can be translated into practical benefits, the cultural construction can change the enterprises’passive and backward situation, it can also provide a strong guarantee for enterprise development. JNLH is a big petrochemical enterprise with petroleum refining and chemical industry, which has developed for forty years. In this process, it forms its enterprise culture with distinct industry characteristics. Nowadays however, the company is faced with a very negative situation as the government’s adjustments to development plan and the competition of abroad industry, which lead to some problems. More and more enterprise invest into petrochemical industry for it have various productions, windfall profit, non-substitutable, covenant lite, which lead to a fiercer externally competition to JNLH. So it is time to reconstruct the culture of JNLH.First-hand information has been collected through questionnaires and interviews in order to understand the status of the cultural construction of JNLH:The enterprise’s senior leadership has strong political overtones; it did not have adequate incentive and restraint mechanisms; the present internal institution building can not meet the development needs of JNLH.JNLH staff had few recreations and leisure activities and their working conditions need to be improved; the company’s image should be further enhanced. The unity degree of enterprise concept culture was low, and these concepts have not got the effective implementation, and staff acceptance of the concept culture is very low. The enterprise senior leadership style needed to be improved and the overall quality of staff need to be strengthened. In a word, there were four aspects of problems of JNLH culture construction:it didn’t establish a sound corporate system; it lacked material culture; it didn’t have inadequate publicity of the concept culture, and its behavior culture was not perfect. The resolution strategy of cultural construction of JNLH should be made from the four aspects. It should deepen the institutional culture, including improving organizational structure, implementing performance appraisal, revising and improving the rules and regulations. The enterprise should create secure production environment and improve the brand culture, as well as improve employees’ living conditions to strengthen the material culture. In the process of strengthening the concept cultural construction, the enterprise must encourage staff to comply with the concept of diligence, loyalty, learning, and integrity. In process of strengthening the behavior cultural construction, the quality of leadership and staff should be improved; the code of ethics must be integrated into it. Then in accordance with the four stages of promotion, overall progress, consolidating and maintenance, enhancing to implement the above strategy. In the process of cultural construction, organizations, mechanisms, human resources, funds should be provided.This research combined theory with practice, and was highly practical. On the one hand, it can promote smooth construction of the JNLH culture, and enhance the company’s overall competitiveness through the cultural construction, and it can solve a series of problems existing company; on the other hand, it could provide a reference for the sound development of similar industries. |
