Agriculture is both the basis of our national economy and the source of human food and clothing. Agriculture providing the material resources for industrial production department and other substances such as the material production departments is an important guarantee of social stability. Since the reform and opening up, the liberation of rural productive has been emancipated greatly, and the farmers’production enthusiasm is also improving, at the same time, along with the agricultural production structure adjustment, the farmers’income is greatly improved. From2004to2012. our country has continued releasing9central NO.1documents for the ""three rural issues ", it reflects the country for agricultural production value degree continuously strengthen, in this background. In this context. China’s grain output has achieved eight consecutive years of growth performance, increased from430,695,000tons in2003to571.2million tons in2011, the growth rate of food production is32.62%.China’s grain production is mainly concentrated in13major grain producing areas, major grain producing areas of grain yield of the country’s total output is about three-quarters of the proportion,90.5%of the growth in China’s grain production is from major grain producing areas, so major grain producing areas of agricultural production has a significant effect on the national food production. In2012, the number one file stressed "the agricultural science and technology should be placed in a more prominent position to increase investment in science and technology, and promote the agricultural science and technology for development, and fill into a strong impetus for agricultural production and farmers income and rural prosperity. In this background, this paper will discuss that the major grain producing areas in China agricultural production progress of technology and technical efficiency and the changing law of total factor productivity, and then analyze the convergence of all major grain-producing areas of agricultural TFP.This paper by Data Envelopment Analysis (DEA) and the Stochastic Frontier Analysis (SFA) two empirical analysis method to major grain producing areas in China agricultural total factor productivity to calculate, the empirical results consistently indicate that the major grain producing areas of agricultural TFP change is largely driven by technological progress, agricultural production is a general lack of technical efficiency. In the DEA method, the rate of progress of agricultural technology presents a gradually decreasing trend from east to west, and agricultural TFP growth rate showing a decreasing trend of the east, west, central:In the SFA method, the speed of technological advances in agriculture and agricultural TFP growth rate showed the same trend, they are all showing a trend of gradual increases from east to west, technical efficiency showed a trend of gradually decreasing from east to west.According to the major grain producing areas of agricultural TFP changes, further convergence test, the empirical results show that the standard deviation and coefficient of variation of the major grain producing areas of agricultural TFP index over time, expanding, indicating that the main producing areasbetween agricultural TFP index does not exist σ convergence trend;Without considering the condition of each major grain producing areas of agricultural production differences between the agricultural TFP index does not exist in absolute β convergence trend;ln the conditional β convergence test, this paper did not choose to control variables, but using panel data of both fixed effects model for inspection, the empirical results show that considering the major grain producing areas in the agricultural production of their own poor later, agricultural total factor productivity index present conditions β convergence trends.
