Measure Of Persistent Poverty Of Households And Research Of Poverty Alleviation Policy In Forest Industry Area Of Heilongjiang Province

Forest industry area of Heilongjiang province is in the northeast of China, it depent on consumpting wood to develop economy. Because of chronic cutting excessively, forest can be cutted has nearly exhausted. Natural forest protect project restricts sylvan fall strictly, so forest industry area of Heilongjiang province which puts forest logging and timber production as pillar industry has gotten into trouble. Meanwhile, households have also been influence in survival situation. Is not forest industry area of Heilongjiang province poverty? How serious poverty is forest industry area of Heilongjiang province? How to slove the poverty? This is a question this paper will research.The data this paper uses comes from investigating forest households in2009. Everyone in a household is willing to share his or her income to others, so this paper researches households as samples. In order to confirm the poverty households accurately, this paper researches persistent poverty households. Firstly, this paper presents what compose income and consumption of households, and computes their sum respectively. Secondly, the paper calculates the persistent poverty degree of households from three dimensions by using different poverty lines. Thirdly, the paper compares poverty degree between forest industry area of Heilongjiang province and rural so that present poverty degree of forest industry area of Heilongjiang province distinctly. Forthly, this paper examines the difference of households are poverty or not through T-test methods in order to analyze feature of poverty households. Fifthly, the paper estimates fators of influencing persistent poverty of households living in forest industry area of Heilongjiang province by ordered logistic regression model. The paper put households into different groups by using different poverty lines, and babels a number as dependent variables, choices five kinds of livelihood assets as independent variables.This paper puts forword some poverty alleviation strategies on the basis of fators of influencing persistent poverty, which references trickle-down help-the-poor policy and aim-the-poor policy. The suggests include developing forest economy, cultivating labor force, improving the social security system, providng credit support, expanding social network, which contain the content of fators of influencing persistent poverty of households, I hope it can help forest industry area of Heilongjiang province reduce poverty.
