Based On The Value Creation Of The Bank Of China, Inner Mongolia Comprehensive Budget Management Research

The comprehensive budget management is built around the budget execution, analysis, adjustment, assessment and other key aspects of doing the planning, coordination, control, evaluation and a series of management activities. It is a systematic, comprehensive modern enterprise management mode. The ultimate goal of commercial banks is in order to maximize shareholders’value. It has become a consensus that by using budget management to promote the achievement of objectives. However, there exist lots of problems in vary degrees, in theory, it still lacks a comprehensive systematic, in-depth research; in practical applications, it is actually an extensive budget management, the budget targets and performance evaluation are out of touch with strategic objectives particularly out of touch with enhance the bank’s value. Therefore, the study of commercial banks in the overall budget management theory and practice is not only help to enrich the budget management system but also help to summarize, analyze gaps, promote the level of commercial banks to improve budget management and then enhance the value of banks.The paper is based on the relevant theories of commercial banks’value budget management. The focal point of this article is by analyzing and evaluating the Bank of China Inner Mongolia Branch’s budget management system, thereby we can understand and grasp the present situations, the existing problems, improvement measures and methods more.In the summary of relevant theories, it studies the related theories of comprehensive budget management; the value creation and the problems of build a comprehensive framework based on the value creation of the commercial banks systematically. The comprehensive budget management related theories conclude the comprehensive implementation elements of the budget management system, functions and role and the application of value management practice and overall budget management system. It researches the value creation’s relevant theories, focuses on the evolution history of value management, content and features of the value of enterprises, the enterprises’driving factors of the value and commercial banks’manifestations. It discusses the problem of build a comprehensive framework based on the value creation of the commercial banks. It includes commercial banks strategy and budgetary management and budget management pattern and commercial banks budget management frameworks which is built based on value creation. It study on how to build a comprehensive budget management system based on the value creation of the commercial banks, including organizational structure, methodology, indicators and technical support system. This paper is based on the specific practice; it introduces the current implementation of the Bank of China Inner Mongolia Branch’s comprehensive budget management, includes the budget management, organization structure, the budget, the budget indicators and technical support.and analysis and evaluates this bank’s comprehensive budget management. It gives the recommendations for improvement of the budget management based on value creation for Bank of China Inner Mongolia Branch.
