Ever since land started to function in human society,land has been indispensable to all production activities like agriculture, industry, architecture, transportation, etc. With population increasing and economic growing,it has become an eternal subject for land use and planning on how to handle limited land area and rising demand on land,and the sharp conflict between these two factors is more and more obvious. It is a momentous problem for us to decide how to effectively utilize land,to rationally and fairly assign and reassign limited land resources in all developing stages.China’s current land use situation is:First, Compared with developed countries, land resources is large, but less per capita arable land conservation use pressure; Second, For ecological restoration, agricultural restructuring resulting in a significant reduction in arable land, non-agricultural use of farmland more people to intensified conflicts, national food security is threatened; Third, the use of idle land and extensive co-exist, and vigorously promote the intensive use of land urgency of the situation; Fourth, land resource development have a major impact on the ecological environment, coupled with limited reserve potential for the development of land resources, the outlook is not optimistic.The next10-15years China’s industrialization and urbanization "development opportunity", but also increasing the land resource bottleneck,"highlights the conflict period," facing the regulation of land use planning of industrialization, urbanization challenges. Especially the protection of arable land, control the spread of non-agricultural construction land planning control disorder, it is very urgent, is the need for sustainable development.
