| It needs cooperation between upstream and downstream enterprises for power industry to achieve energy saving and emission reduction. As the core of power industry chain, grid enterprises play an important role in achieving energy saving and emission reduction performance of generation side and demand side. With the implementation of energy saving and emission reduction measures, many new factors will be produced in the aspect of technology, policy and market, which will change the structure of power and grid radically. The planning, dispatching, transaction, marketing of grid enterprises will also be affected greatly. Meanwhile, as the operator of transmission and distribution system, the operation strategy of grid enterprises on upstream and downstream enterprises will also have better energy saving effect. Therefore, analyzing the indexes of energy saving and emission reduction contribution and making an evaluation on the contribution effects will have a great significance for improving the level of energy saving and emission reduction.Firstly, this paper presents the importance of power industry energy saving and emission reduction to our country development, and analyses the impact of energy saving and emission reduction policy on grid enterprises based on the current policy and development. Secondly, the contribution factors was summarized. And then an evaluation index system of energy saving and emission reduction contribution is constructed from three side perspective:generation side, supply side and demand side. Thirdly, a comprehensive evaluation model based TOPSIS and entropy weight is established. The calculation results shows that the correction factor based on different interest parties causes different evaluation results, which can be provided effective reference for the future work on energy saving and emission reduction. At last, some policy recommendations is proposed to promote energy conservation work for power enterprises, including new energy and pricing rules, research of battery energy pricing mode of electric vehicle, construction and improvement of the carbon trading system, establishment of long-term mechanism in demand side management, development of energy services industry and the full use of the potential of energy saving dispatching. |
