Electric power industry as a pivotal very large state-owned enterprises, has owed a large share in the field of energy resources. In the long-term development, various power resources were experienced conformity, the power grid structure was adjusted again, some organization reformations were enforced. At present, the power industry is in a new stage. During this period, the workforce in the power industry is relatively stable, and there is an explicit goal, which is to build a strong three excellent companies for the enterprise strategy. The company’s development approach is also highly clear (change to the " Big Five " system, the big plan, the construction of a large run everything is in the overhaul of a large marketing system), further more, the management mode is more certain (reform to the three episodes of management, that is, people, financial, and material intensive management, the group operation). It is much more important to construct a high level of staff for an enterprise development. Based on it, a performance management of the enterprises is the significant part in their developments.JZ Power Supply Company began to implement performance review under the background of the reform in the state grid company in2008, although it has resolved some problems from the surface layer, the management problem has not been touched deeply. In2012, the State Grid Corporation issued a document on comprehensively promoting the "three sets of five " system views, which is clearly defined to strengthen the human resource demand forecasting and planning management, standardize the units of institutional settings and setting a quota for other posts, the establishment of quantitative assessment to focus on staff performance management system. By using the observation analysis, literature research and field survey and other research methods, the primary power supply enterprise performance management system has been redesigned. In this paper, the performance management system of basic level Power Supply Enterprise, which is facing a new round of reform has been redesigned, by using research methods of observation analysis, the literature research and field investigation, in order to realize the efficient transmission of strategic objective between this enterprise department and staff, some tools have taken into the system, such as applying management by objective, benchmarking management and KPI, In design process, the establishment of institutional framework and performance process has been taken for focal points to deal with. In the process of improving the performance management system, the conclusion of this paper highlighted in establishing performance management specialized agencies, scientific and reasonable performance process, then ensure that the performance results of rigid execution is the key to success.The main contents are:Chapter Ⅰ is introduction. It includes a description of the research background, purpose, meaning and personal research methods of this paper. Chapter Ⅱ concludes a summary of performance management theory. Focus on distinguishing the difference on the conceptual nature and the relationship between performance appraisal and performance management, and describing several common performance management tools and providing a theoretical basis for subsequent improvements. Chapter Ⅲ shows an analysis of the performance appraisal situation and problems in the JZ-power branch. Focus on introducing the Performance appraisal in JZ Power Supply Company, with a comprehensive analysis of problems and deficiencies of the old performance appraisal model. Chapter Ⅳ states the improvement of the performance management system on the JZ Power Supply Branch. It also expounds the design principles, design concepts and the overall framework of the improved performance management system, introduces the improved processes and specific practices. Chapter V gives a landscape for the reformed management system, compare and analysis the old and the new performance management system in construction of purpose, it is shown that the advantage performance of the improved management system Chapter VI concludes all the paper. It is an overview of results and also explains the innovation and shortage.
