After China’s accession to WTO the oil market as a traditional state-ownedmonopolies hinterland has become competitive focus as for a number of well-known oilcompanies. Market diversification and the implementation of new oil pricingmechanism have heated the competition up. It has became more important to occupyand strengthen the position of the end-market in the value chain in oil sales in the caseof the gradual stabilization of the resources pattern in the upstream oil industryGas station as the terminal of oil products is also the industrial competitionforefront. It needs the very prominent in all aspects to be the winner in the fiercecompetition. While the demanding of soft power just as human resources institutionalinnovationscientific management is high. the demanding of hardware construction justas equipment environment is also rigorous. In this paper the process of feasibilityanalysis to the overall reconstruction project of the Leap oil gas station in Harbin.Heilongjiang. China Petroleum&Chemical Corporation branch (to simplify the laterare referred to as a leap of Sinopec gas station) will supply the proposeddecision-making basis for the reconstruction project.The paper integrates many more advanced mature and scientific projectmanagement theory and methods just as the industry life cycle Porter’s five forcesmodel SWOT analysis sensitivity analysis breakeven analysis etc. to make acomprehensive analysis and demonstration of the macro environment. The dynamics ofthe regional market the positioning of the project planning and design risk assessmentfinancial evaluation and project implementation issues for the overall reconstructionproject of Leap gas stations.The research results in the overall reconstruction project of Leap gas stationsprovide a basis for investment decisions. Research results and the related methods have some reference function for the feasibility study on other similar gas stationreconstruction projects.
