In our country, under the hard tense relations between land and man,andunder the influence of the hard constraints basing on the urban-rural dualsystem,land consolidation has a significance sense. Socio-economic effectsassessment before land consolidation is the foundation of choosing the rightproject as well as the important scientific basis for making project decision.Therefore,analyzing the socio-economic effects of the land consolidation projectusing the qualitative or quantitative approach has important theoretical andpractical significance.Taking the important and large projects of the land consolidation project toenrich borderers of Guangxi for example, this paper tightly links the cultivatedland and the economic system including the production and non-productionsectors, and establishes the CGE. As the addition of arable land is the inevitableand direct result of land consolidation project, this paper simulates the increaserate of arable land as the variable, tries to analyze the socio-economic effects ofland consolidation activities from the perspective of cultivated land change. Theresult shows that the change of cultivated land produces different ranges offloating to social economic indexes such as GDP, savings investment, exportprices, employment, consumer spending and disposable income. Therefore, withthe cultivated land as a variable, we can analyze and the forecast thesocio-economic effects of land consolidation. Accordingly, using the CGE modelcan analyze the socio-economic effects of land consolidation from theperspective of the amount of investment and the project area, thus provides thepolicy basis for the government to project and implement the land consolidation according to different socio-economic emphasis.
