Most resource-based state-owned enterprise in China setted up in planned economy times.Chinese resource-based state-owned enterprise go on reforming under the control of governmentfor modern company system, but it still have deficiency. China attended the world trade organi-zation for ten years, Chinese enterprise experienced frustration but also success. Somestate-owned enterprises continuously expanding scales, they already been parts of the500topenterprises; Some were transferred or bankrupted with policy regulations. It is a problem weshould discuss: resource-based state-owned enterprise grassroots employees’ working conditionand work behavior effectiveness in recent ten years.The issue of this paper is resource-based state-owned enterprise grassroots employee’sbehavior effectiveness. First, this paper describes concepts and the related problems of re-source-based enterprise, state-owned enterprise and employee’s behavior effectiveness; then in-troduce the current situation of a typical resource-based state-owned enterprise--Chinese alumi-num company zhongzhou branch as an example. This paper analyzes influences to grassrootsemployees’work behavior effectiveness of enterprise benefit, enterprise culture, employees’competitiveness, enterprise management system and organizational justice. At last, we have theconclusion: resource-based state-owned enterprise employees’ behavior effectiveness is low, andput forward improving suggestions to the above five aspects.There are a great many theory researches of employees’ behavior effectiveness in Organiza-tional Behavior in recent years. But the research in the field of Chinese resource-basedstate-owned enterprise grassroots employees’ behavior effectiveness is not much. This paperclosely contact current situation, advance Chinese aluminum corporation zhongzhou branchshould take which kinds of improvement measures to enhance the competitiveness of enterprisesin sluggish market of alumina. It provide innovative reference to improve the resource-basedstate-owned enterprises grassroots employees’ behavior effectiveness.
