The aim of production planning is to improve resource utilization, shortenmanufacturing cycle, reduce the products, cut down inventory and achieve low cost,high efficiency and flexible production in multi-product and small lot-sizeenvironment by rational planning of resources and logistics. However, there are oftensome bottleneck process constraints. According to the TOC principle, bottleneckprocesses are the first problem should be solved in production planning in order tomake the entire production process smooth. Most of enterprises identify thebottlenecks and prepare the production planning with the worker’s experience in theactual production and do not give too much considerate to the capacity constraints ofthe device which is the bottleneck, resulting in unreasonable MPS and vulnerable PPS(Production Planning and Scheduling) which will be hindered and delayed by thebottlenecks.The paper, under the supporting of TOC theory and through analyzing discretemanufacturing enterprise characteristics and its production plans status, establishesand tests the model’s assumptions of MPS and PPS model at the purpose of leastdelayed loss which is oriented at the business goal in the bottleneck constraint.The researches could be summarized as following:①Firstly, from the beginning of MTO production characteristics, the paperdiscusses the matrix method of bottleneck identification under the support of TOCtheory and through introducing the normal method of bottleneck identification whichbrings convenience and scientific reference to MTO manufacturing enterprise in bottleneck identification.②Taking theory of TOC as the guiding ideology, the paper studies orderproduction plan and establishes MPS model assumptions under meeting bottleneckconditions when determine the business goals and analysis the main questions thatMPS should be solved.③Combining matrix method of bottleneck identification and Young’s algorithm,the paper establishes PPS model at the purpose of least delayed loss and compose andtest the product optimal scheduling order process of least delayed loss with matlabwhich has a certain practicality for MTO manufacturing enterprises which purse theorder process of least delayed.④The paper takes a discrete manufacturing enterprise as an actual object andgives its production plan optimization with the application of the model of MPS andPPS. Besides, this research has made substantive recommendations for the MTOenterprise production planning in a constrained environment. Besides, it is proved thatthe production plan is feasible for MTO manufacturing enterprises in the condition ofbottleneck.
