Throughout the course of development of the successful enterprises in the international R&D project management, With the continuous development of enterprises and the Enterprise scale from small to large, its Project management and project performance management models have gone through roughly four stages (The initial stage, functional stage, integration stage, and co-ordinate stage). Each phase of the project management and project performance management and the strength of enterprises and promote each other and enhance each other.There is a wide gap between domestic enterprise and world-class enterprise in the project management and project performance management.It’s necessary to contrast the general project management and project performance management situation of domestic enterprises, carefully study the evolution of successful international companies to enhance the level of domestic R&D projects, technical innovation and personnel training. Study based on a large number of first-class product development process, PRTM proposed PACE theory which be used by IBM to organize the formation of a product development model, concepts and methods calls IPD. After the success of IBM, many other accept this theory to get huge improvement in the product time to market, product development, waste, and product development productivity, new product revenue.In accordance with the PACE theory, Product development is a complex system or process of any enterprise product development through a mature evolution process. Any enterprise which got real improvements in the product development process, product development will be experienced the four stages. Different stages have different characteristics, due to the limited speed of organizational change, what enterprises only can do is step-by-step evolutionary process.This paper based on the research to the R&D teams, summarized their practices in the projects and personnel management of R&D teams and made a contrast with the domestic companies. Stared with the R&D four stages enterprises must passed through, analyzed different ways fit for each stages the R&D teams should adopt for projects and personnel performance management.
