A Research On The Relationship Between The Economic Growth And The Environmental Quality In Guangxi

Since China implemented its reform and opening up policies, especially since a series of important strategies for economic development such as the strategy of the western development, the establishment of the China-ASEAN free trade zone and the Beibu Gulf Economic Zone, the economy in Guangxi grows fast. However, as with the rapid economic development, the consumption of resource and energy increase quickly, environmental contamination problem becomes prominent. The contradiction of the economic development and environment protection deepens day and day, which influences and restricts the sustainable development of Guangxi, leading to a further gap between the western region and the eastern region in China. Hence the coordination between economic development and environment protection is the key point to the leaping development of Guangxi where the economy is underdeveloped and the. environment is fragile in a sustainable way and its goal to narrow the gap compared with the eastern region. This piece of paper tries to make use of the Environmental kuznets theory to discuss the coordinating relationship between economic development and environment protection on the background of the economic growth mode transition in Guangxi. The paper is based on the framework of Grossman and Krueger in1995and the theoretical model of Brock and Taylor in2004. It will set up a new classical growth model about energy production consumption and environment quality, make an analysis of the way in which the economical development bring impact on the environment quality, discuss the establishment condition of the Environmental kuznets curve hypothesis and the possibility and condition of the coordination between economical development and environment protection. The paper will also establish a comprehensive index of the environment pollution which reflects the environmental pollution level by the usage of relative per capita GDP data about environmental pollution and PCA by reference of the Environmental kuznets curve hypothesis. At last, it is going to make an analysis of the relationship between economical development and environment protection by a regression econometric model. Take the Guangxi region for example, our study shows that it is not the typical pour U-shaped curve relationship between economical development and environment, but a typical N-shaped curve, which means the environment get worse at the beginning as with the economical development, then the situation improves, however, the environment pollution get intensified at last. At present, the environment pollution lever rises with the economical development in Guangxi. In order for the sustainable development, we have to change the economical developing mode, adjust the industrial structure and enlarge the input into environmental protection. At the same time, we also need to strengthen the environmental supervision and guide social forces to participate in the environmental protection practice to promote the arrival of the turning point of the environment quality improvement, narrow the developing gap with the eastern region and at last realize the sustainable development by leaps.
