With China’s market economy gradually becoming full-fledged, a large amountof rural laborforce flowing from countrysides to cities and the accompanyingurbanization, the househole contract resbonsibility system has been witnessing newchanllenges. Indeed, our rural land-use system has unfolded some inherent viceswhich have become an obstacle to the social and economic development. Under suchcircumstances, to promote the sustainable development of rural areas throughinnovation of land-use systems has become inevitable. Several Important IssuesRegarding the Advancement of Rural Reform and Development promulgated at theThird Plenary Session of the17th Central Committee of the C.P.C. clearly states“peasants are permitted to transfer their right to land contractual management invarious forms”, thus taking a pioneering step to solve this problem.Circulation of the right to land contractual management appeared early in the1980s, it expanded later on,and gathered momentum in recent years.According topreliminary statistics, the area concerned has been over100million mu (a Chineseunit of area,1mu equals to0.0667hectares) to date, making up8.7%of the wholearable land under household contractual management. Basicly, the circulation hasbeen stable and smooth,but with the scale expanding, the speed everincreasing and theinterested parties more and more diversified, some issues worth considering emerged,urgently calling for the strenthening of management and service so as to preventpeasant’s contractual right to the land from being infringed upon and lead thecirculation in a steady and healthy way.In this context, based on the analysis of the current situation of rural landcirculation in Yueyang, Hunan Province, from which some conclusions on itscharacteristics and problems have been drawn, this paper proposes severalsuggestions on how to promote rural land circulation, which are mainly as follows:Enhance the existing institutions on rural land circulation, guaranteeing peasants’legal rights; Stick to3principles on rural land circulation, ensuring that it willproceed smoothly; Optimize the external environment of rural land circulation,removing the worries behind of those peasants who have left their land; Establish andimprove rural land circulation market.
