At present, The security level of the food hygiene has achieved great improvement in China. Many food-borne diseases received effective control, such as cholera and typhoid. In all, the food sanitation in China now received remarkable results. However, since China is in much closer touch with the outside world, the food hygiene in China is facing with various kinds of problems such as the quality of the materials, the food additives, etc. The food production is faced with certain risk. Being faced with all kinds of uncertain factors in the food production market, and a great number of international hotel management group entering China's market, the local star hotels in China should adjust the important fields of their reaction policy, in order to improve the management level of the food safety in star hotels, and enhance the competition power of the hotel industry in China.On the premise of improving the advanced system of quantified and classified management of food hygiene in China, some advanced supervision conception and management system such as HACCP have been popularized and implemented in food produce enterprises step by step. It is internationally acknowledged that the HACCP is one of the most economical and effective methods on food safety controlling. The hidden trouble can be analyzed, the critical control point can be found and the hotel can be dynamicly managed by HACCP which is combined with risk management and conducts in 10 links which influence hotel food safety including menu planning, accepting, storing,providing,primary processing, cooking,heat,preservation,service,clea-ning and maintenance. The management level of food safety in local star-hotel can be improved and the competitive power in food production related industry can be raised by HACCP.The article analyzes the theory of the food safety and the HACCP system, including researching and applying the present research. In the analysis, the article introduces the situation of the food safety in China and states the necessity of strengthening the food safety management in local star hotels. At the same time, it also analyzes the main factors in affecting the food safety, builds up the more comprehensive evaluation system on the basis of that, and does fuzzy evaluation on food safety of some local star-class hotels according to the AHP, then selects three hotels to give some suggestions on how to achieve improvement by combining with situation and problems of the hotel so as to achieve the aim of application of HACCP.Facing with lots of food safety problems, only by improving the service quality of the hotel and strengthening the management of the food safety by combining with the advanced food safety management system and methods, such as the HACCP system, hotels can the hotels maintain the competitive advantages and the leading position of the industry in the complex and sophisticated environment of food safety.Simultaneously, the hotel must insist on keeping self-innovation and change the management concept (it means mastering the advanced management concepts), then they can keep sustainable and healthy development in the society filled with risk, moreover, it does good to improve the local hospitality industry.
