The Effectiveness Of The Implementation Of Household Appliances To The Countryside Policy In Ethnic Minority Areas, Problems And Countermeasures

In response to the international financial crisis in2008, reform and accelerate thedevelopment of the home appliance business and develop the home rural homeappliance market, at the same time in order to improve the level of new ruralconstruction, and narrow the gap between urban and rural areas, develop the ruralhome appliances market, the Ministry of Commerce and the Ministry of Finance takethe lead (later on join the Ministry of Industry and Information Technology) to theissuance of "home appliances pilot implementation of the program as a starting point,spread throughout the country while gradually improve all aspects of implementationof the policy of home appliances through more than one stage as “the pilot provincesand one city”,“promote in the14th provinces"“promote in the whole nation”,"increase the variety of home appliances” and “consolidating&developing”. Due tothe factors of the special political, economic, cultural and social level of developmentof rural areas, when “home appliances to the countryside” is promoted to the minorityareas, its promotion and some sectors are urgently to be improved to adapt to thespecial environment of the minority areas.Starting from the background of “home appliances to the countryside”, this paperanalyzes the international background of “home appliances to the countryside”through the impact of the international financial crisis on China’s export sector,characteristic of international agricultural subsidies and reference of homeagricultural subsidies. From the home side, this paper analyzes the background of“home appliances to the countryside” from export industry disruption, rising ruralpurchasing power and the existing situation of the rural home appliance market. Atthe same time, relevant circumstances are sorted out on development of theinternational and domestic nationality, especially study on Minority nationality at theexisting stage and relevant circumstances of policy implementation. Proceeding from the three dimensionality as subject, object and circumstance, this paper makes adetailed analysis of the development statue and the achievements of the “homeappliances to the countryside” policy implementation areas through the relevant studyon the affect on domestic agricultural subsidies in the implementation of policies andthe national characteristic of the development context, and combines the policyimplementation theory with related theories of national characteristics; analyzing thecharacteristics of “home appliances to the countryside” that presented in the ethnicminority areas and elaborating the representative and realistic significance of “homeappliances to the countryside” in the selected Shangri-La.Main problems, especially some realistic and potential problems related tonationality has been found out through the analysis of the policy implementation of“home appliances to the countryside” at this stage. As for the policy implementationsubject, such problems as uneven quality of staff, understaffed ethnic minority cadres;imperfect division of labor in minority areas, undefined rights and duties; limitationof minority executives, failure guidance on enterprise supervision and bad publicityon “home appliances to the countryside” are existed; as for the Policy implementationobject, such problems as low levels education of minority residents, religious beliefsof the ethnic minority and influence of the life and work on the policy implementationare existed; as for the external circumstance issues, such problems as relativelyisolated transportation, communication facilities insufficient affecting theimplementation of policies; the low-level agriculture-based economic structure inethnic minority region affecting the demand for appliances; the impact of the specificcultural ethnic environment are existed. As mentioned above, this paper summarizesand classifies the problems existing in the “home appliances to the countryside” in theethnic minority regions from different aspects of three dimensionalities..According to the problems existing in the “home appliances to the countryside”in the ethnic minority regions mentioned above, and therefore combined problemswith characteristics existing in the process of policy implementation of “homeappliances to the countryside”, some countermeasures are proposed for the problems existing in the process of policy implementation in the ethnic areas. Somerectifications and improvements are made in the inner part of policy implementation,including an effective response to the peculiarity at the initial stage of the policyimplementation in ethnic minority regions; improving the quality of theadministrative staff in the ethnic regions; attaching importance to the education ofethnic minority cadres and improving the labor division; defining rights and duties;increasing the supervision and guidance on the enterprises and market implementingthe “home appliances to the countryside” in the minority regions and adjusting thepropaganda of the “home appliances to the countryside” in the ethnic regions. Interms of the policy implementation objective, promoting the implementation of thepolicy by improving the education levels of the ethnic residents to conform toreligious beliefs of the ethnic minority on policy implementation, and reply therequirements of the life and work style of ethnic minorities on policy implementationto further strengthen the improvement of external environment of policyimplementation; including the improvement of infrastructure construction, economicstructures and adaptation to the specific cultural environment in the ethnic regions.Finally, this paper makes a broad summary for relationship between theuniversality and peculiarity of the policy implementation in the ethnic areas, andelaborated some things in common in the policy implementation in ethnic areas in thenear future. Furthermore, this paper settles in the way of policy implementation of the“home appliances to the countryside” in the ethnic regions and looks into the brightfuture of developing the related work of the” following home appliances to thecountryside".
