Due to multiple reasons such as remoteness, poor natural conditions, economic and social underdevelopment, their poverty problem is more serious.With the developing of the large-scale development of the Western region, rejuvenating of the strategies and actions, scarcely populated minorities'poverty and development issues were more visible. So relevant departments of the state made a number of specific plans and policies of supporting the development of scarcely populated minorities. In particular, Support the scarcely populated minorities development plan (2005-2010) which National "Eleven-Five" one of the special plan as well as the support of one of scarcely populated minorities development plan (2011-2015) which the national "Twelve-Five" special plan——these two special plans of supporting the scarcely populated minorities which introduce and implement, for28scarcely populated minorities, the golden age of development is coming.The Dulong nationality, as one of the28scarcely populated minorities, whether national self-characteristics, ethnic population, geographical regions, the state of national poverty, and the government's support policies for the Dulong nationality, is very representative. Therefore, on the base of researching of the Dulong nationality district where Duong River village, nujiang State, Gong Shan County in Yunnan province, on the basis the Dulong nationality as an individual case, research on poverty issues and support policies in scarcely populated minorities is of great significance.Analysis and grasp poverty reasons of the scarcely populated minorities will be help in support policies, and be able to instruct supporting work more effectively. So this article, before doing the analysis of scarcely populated minorities'supporting policy measures, effects, problems and suggestions, elaborate and research the cause of poverty and the poor performance of the scarcely populated minorities, as the background of the study to support policy.In addition, this article uses basic theory associated with poverty and supporting policies combined with the actual situation of the scarcely populated minorities, analysis the poverty status, causes, impact of support policies, problems and improvement of future of scarcely populated minorities in China.Eventually, attempted to establish a consistent with China's nationalities the actual population, with some strong guiding role and operation of supporting policy framework, provides theoretical and practical lessons for the future formulation and implementation of scarcely populated minorities support policy.
