The cost management of human resource is another new concept of humanresource management that is brought up because of the increasingly fiercecompetition between enterprises in the market economy environment. It means themodern human resources management has moved forward from traditional qualitativeanalysis to quantitative analysis.The essence of this new concept is to strengthen therationality of human resources management through the reasonable application oflabor resource.Cost advantage is a core competence of the enterprises, especially formanufacturing industries like iron and steel industry. In addition to the productioncost, more and more iron and steel enterprises start to pay high attention to themulti-employment cost on human resources ant take it into account in making costmanagement strategies. In the background of economy globalization, qualitativeanalysis can’t match the development of enterprises. In order to have a scientificmanagement on labor diversity, we must combine both the qualitative analysis toquantitative analysis. China’s labor market is under the progress of constantlyregulating and structure optimizing, the supplement of manpower is rising, rationaland effective use, control and management of the manpower can accelerate theenterprises to achieve strategic goals, improve the competition advantage. This paperfirst introduces the research background of the topic, and some basic concepts such ashuman resources, human resource cost and the multi-employment.Then introducesthe present situation of multi-employment human resource cost management of ourcountry. And have a brief analysis about the problems and difficulties toward us, dothe SWOT analysis, then try to deep it more with labor economy and wage theory. Wethink that our country iron and steel industry should strengthen the human resourcecost management. On the human resource cost management, is to its content,structure analysis, control, rather than simply looking only at the cost of humanresource is the absolute amount, for human resource cost of inputs and outputs"degree", which can make the cost of human resource utilization rate reaches amaximumThis article put forward constructive opinions and suggestions on the labor cost management for the steel industry with analysis and research on human resource costof the labor diversification.The steel industry is the important foundation of thenational economy industry and an important symbol of the national economic leveland the comprehensive national strength. Considering the demand direction and thebenefit of impact factors and the scale of the employment and other characteristics, itrequests especially the enterprise managers deeply realized they should correctlyunderstand human resource cost and take it quite seriously, and learn how toeffectively control and manage the human resource cost to improve the ratio of inputand output. Provide some new ideas for human resource cost management in theprocess of the development of the steel industry and reference on iron&steelenterprise human resources diversification costs problems and difficulties, make theenterprise developed health and stable in medium and long term in the fiercecompetition.
