Study On The Equalization In Basic Public Services In China

Our economy and society has developed rapidly when the policy of reform and opening in the past30years and has got obvious achievement. Even in the2010our country surpassed Japan as the second-largest economy. But such increasing of economic can not bring out the widespread improvement of national welfare for correspondingly. Current social contradictions in China appears in large parts that the contradiction between the supplies serious insufficiency of the basic public services and the rapid growing public demands. More specifically, on one hand, the total of basic public services is seriously short. On other hand, the present allocation of the basic public services is seriously unbalanced and there is a wide gap between different areas, between urban and rural. If this issue can not be solved appropriately, it may cause great damages for the sustainable development of economy and the social stability. Therefore, a systematically and fully research on the equalization in basic public services and making some policy suggestions has important practical significance.In this context,"the standard points between the national leading supplying model and the public leading supplying model" is introduced audaciously which can divide the economic growth phase into three different phases. This paper through establishing a multiple regression and dynamic econometric model finds that it is the basic public services supplying model that leads to the non-equalization in basic public services in China. In other words, the basic public services supplying model is the nature of the state of non-equalization in basic public services in China. The factors behind this model such as thought, system, history and actions are the direct causes of the non-equalization in basic public services. This paper analyzes the causes from macro, mid scale and micro aspects, refers the experience of the equalization in basic public services in several foreigner countries and gives some policy suggestions of the equalization in basic public services in China.The author believes that the thesis is also of some theoretical significance. Through the definition of the connotation of basic public services and the equalization in basic public services and the policy suggestions for realizing equalization in basic public services, the thesis not only deepens people’s awareness and values in equalization, but also provides a new theoretical angle for the research on the equalization in basic public services.
