Despite the financial crisis affected the scope is narrowing, but our economic growth rate has been affected by the crisis, our country is also seeking a new mode of economic growth. For a long time, China’s economic growth is mainly due to low labor costs, if our country wants to get rid of this growth mode, then we need to increase R&D investment, in order to achieve the independent innovation of the product, enter the high-end segments of the global value chain, and achieve more long-term and more stable development. From the international experience, in order to enhance independent innovation capability, countries have mainly taken two means, which are the financial subsidies and tax incentives. Pharmaceutical manufacturing industry is a knowledge-intensive industry, which is playing an important role for the enhancement of independent innovation of China’s overall ability. But the number of the core technology which are hold by China’s pharmaceutical manufacturing industry is low, and there are no heavy-weight innovative drugs, above all affect the overall core competitiveness. There are many reasons for the problems, but the preferential policies which are given by the state are directly related to the capability of independent innovation of the whole industry. But our study in this regard is still relatively backward.The study on the validity of the financial and tax incentive policies for promoting the capability of independent innovation of the pharmaceutical manufacturing take the financial and tax incentive policies as the independent variable, take the capability of independent innovation as the dependent variable, explore the relationship between the financial and tax incentive policy and the capability of independent innovation of pharmaceutical manufacturing. At first it introduced the background and research status, and endogenous growth theory, Keynesian theory, expect the incentive theory and the strengthening of the incentive theory provide a theoretical position for the financial and tax incentive policy on the capability of independent innovation. Secondly, it compared the financial and tax incentive polices for promoting the capability of independent innovation of the pharmaceutical manufacturing between United States, France, Japan and China, and analyzed the influencing factors of financial incentive policy, tax incentive policy and enterprises. By the use of the theoretical research and empirical studies, and through the questionnaire, the correlation equation and the associated model of gray system to get on the evaluation the satisfaction of the existing financial and tax incentive policy for promoting the capability of independent innovation of the pharmaceutical manufacturing, the correlation between the tax incentive policy and the capacity of independent innovation of pharmaceutical manufacturing, and the sort the validity of financial and tax incentive policy which promote the capability of the independent innovation of the pharmaceutical manufacturing. Finally, according to the calculated results shows three reasons for the lack of validity of financial and tax incentive policy for promoting the capability of independent innovation of the pharmaceutical manufacturing industry, raise the corresponding countermeasures for financial and tax incentive policy to enhance the validity of the capability of the independent innovation of pharmaceutical manufacturing. Through the research results, we can find the incentive effects to the pharmaceutical manufacturing of the ST, IT and VAT is better than the government investment. Because of the incentive effects of the tax incentive policy incentives for new products, sales and R&D expenditures is not obvious, so the effectiveness of the incentive of tax incentive policies still need to be further improved.
