Since the1990s, China’s telecommunication company has achieved rapiddevelopment. Not only the rapid growth of the telecommunications market hasbecome the competition focus of global concern, but also the China TelecomCompany has become considerable scale, as the years of development and growth.However, in the new economic situation, with the increasingly competition, ChinaTelecom has faced with business transformation. The means of enterprisemanagement, operation mechanism and the business model has also faced with reformand innovation, so as to adapt to a new round competition in the telecommunicationsindustry. Hengyang telecom company import and implement the performanceappraisal effectively in the deepening process of enterprise reform, but thetelecommunication enterprise also face with the innovation of performance evaluationmethods and enormous challenge of application with the telecommunicationenterprise the growing up.This paper has designed a complete performance evaluation system: A CaseStudy in Hengyang Telecommunications. How to take measures and strengthen themanagement system to improve enterprise performance appraisal is the key of thispaper. This research mainly uses the literature research method, collects the variousaspects of detailed information effectively, analyses this topic research presentsituation carefully, compares the existing data, introduces the false of the currentperformance appraisal, and learns the relevant theoretical knowledge. Then focuses onthe analysis the performance evaluation index, evaluation standards and evaluationmethods of company middle-level staff and management development. FinallyProposes "achievement and performance” of the assessment model which is suit forthe Hengyang telecommunications company and construct a set of scientific,objective, fair performance appraisal system. Performance appraisal is the core work of telecom enterprises management.Through assessing and managing for the performance of staff and organization,improving employee’s job performance and ability, so as to achieve the purpose ofimprove overall organization performance, achieve the strategic objectives of theorganization finally. Therefore, this paper is mainly based on the promotion ofcompany performance and operational efficiency, and then discusses our countrytelecommunication company’s program design of performance appraisal. The firstchapter of this paper gives an introduction of the background and significance,research methods and contents of this topic. The technical route, research ideas andinnovation points are briefly introduced. And The second chapter reviews acomprehensive summary with the theory of performance management andperformance appraisal theory, and then emphatically introduces the foreignperformance evaluation theory research, as well as five performance evaluationmethods, including The Key Performance Indicators (KPI), The Balance Score-Card(BSC), Management by objectives (MBO),360degree feedback and PDCA cycle.The third chapter analyzes the status quo of our country’s telecommunicationcompany performance, mainly concluding four aspects which is the performanceassessment method of China’s telecommunications company, the status quo of staffsalary management, the status quo of management’s appointment and appraisal, andthe key performance indicator system which is used comprehensively in Chinatelecommunication enterprises. But there is a design defect of performance evaluationindex, considering performance and ignorance management, the incentive strength ofperformance management is not enough and the performance assessment cannotreflect comprehensively, and then learn from the Motorola Company’s performanceappraisal system. The fourth chapter first establishes China’s telecommunicationperformance appraisal system as the core of KPI, then mainly from the selection ofkey performance the index, the implementation of performance evaluation system,and the management review and interim report which is the core of the performanceimprovement system, to conduct the system. The fifth chapter combines the status quoof Hengyang telecommunications enterprise, in order to explore the key performanceindicator system of Hengyang Telecommunication Company deeply, and then thissystem is revised and perfected. The sixth chapter summarizes the main content andopinion of this paper, puts forward several points which need to be improved greatlyin the aspect of performance appraisal programmed design research. Considering this problem, this paper gives several countermeasures, suggestions and inspirationsfinally.
