The Old Man To Support Rural Five Guarantees Supporting Problem Research

The five guarantees are the old men who don’t have any sons,they are the most remarkable in the disadvantaged groups. Although the number of The five guarantees isn’t large,the leave of survival relates to the construction of harmonious society.So,we need to investigate the five guarantees supporting system.Our country have been provided help to the old childless men Since ancient times. when People’s Republic of China was founded, they formulated various laws and regulations to safeguard the childless old’s quality of life. In the Agricultural co-operation period, The Agricultural production cooperatives model statute provision that the social should provide the most basic material conditions, including food, clothing, housing, medical care and burial. This statute evolved to our current "Five guarantees" system. The "five guarantees" system has been changed for many times since1954when the articles were issued, the subject started to change "collective" into "state".this change reflected the important changes of the state function. Since the new "five guarantees" work regulations issued in2006, the old man’s life quality have been improved, but there are still some problems to be solved. This article refer the problems in the current "five guarantees" through data collection and analysis the reasons of those problems’ appearance from three aspects:personal capital, community change and government responsibility.This paper learn from some experience, and puts forward some measures for reference in the practice of "five guarantees" of our country, so as to promote the five guarantees’ living level.
