Based On The Non-balanced Development Perspective West Triangle Economic Circle Building Research

In the convention of NPC and CPPCC2009, Chongqing delegation announced theassumptionthat constructing the4th growth pole “the Big Western Triangle”(abbreviatedfor BWT below) with three core flock of cities of Chongqing economic circle, Chengdueconomic Circle and Guanzhong surrounding with Xian, wishing to be absorbed inNation`s12th five-year-program. Then the BWT came into a hot issue comprehensively,bringing about warm discussion in academies, political circles and civil. Hence there isgreat significance in studying the economic circle of BWT.This paper combs the current study situation of BWT first, then summarizes theresearch work of predecessors and come up with a non-equilibrium developmentperspective, introduce the profile of the Chongqing, Chengdu, Xian, Chengyueconomic and Guanzhong-Tianshui district, analyses that constructing BWT isnecessary and of excellent fundament. BWT has abundant resource and the history ofcorporation, high level of economic development with1/3occupation in whole westernpart indicated by major economic indicators; Industrial structure becoming morereasonable and is superior to other western area; communication infrastructure isexpanding and the express channel communicating with southeast and northwest isunder formation.; system of urban and suburban administration is reasonable which cansupport relevant economic activities.In a summary, to the construction of BWT, there can be four levels to strive with.Firstly the construction of core growth pole(main city of Chonqing, Chengdu andXian), secondly the development of the flock of cities surrounding with the growth pole,thirdly the band-size development of two economic district(Chengyu andGuantian),last the formation of BWT based on the four levels above.
