It has a convenient traffic and it is a fast development cityof the region. In recent years, economy development of Quanshan district ranked first in eightsuccessive years of xuzhou city. Large Numbers of enterprise and foreign enterprise invested inQuanshan district and it made the economy in this region develop rapidly. It also Speeded upurbanization development and leaded to transformation of agricultural land and farmlandrequisition which produced large amounts of land-lost farmers. Along with economic and socialprogress of xuzhou city, the number of agricultural land requisition is increasing and the amountof landless farmers are growing. Because of their quality and reform system, a considerablenumber of land-lost farmers are unemployment. They will become the new difficult groups andwill face serious existential crisis. The corresponding social contradictions are also constantlyescalating. How can make farmers once on the land for a livelihood in the loss of land obtainemployment and be able to keep their original living state are directly related to social stabilityand healthy economic development.How to protect the rights and interests of the land-losingfarmers and how to remove their trouble to ensure that they can live a long-term stable life aredirectly related to the development of social,security of the people’s livelihood and economicstability.At present, xuzhou landless peasants estimated total at about600000and there is an increaseof20,000a year.
