Xuzhou Land-lost Farmers’ Social Security Problem Research

As non-renewable resources, lots of land resources have been occupied during urbanization and industrialization process. Both different from traditional farms and urban residents, The landlost farms gradually become marginal groups. Social security policies of landless farmers have great effect on the built up of social security system for the integration of urban and rural areas, China’s modern construction and development direction of harmonious society. The existing social insurance interim procedures for landless farms lack a transition period, which are hard to ensure the landless farms’ living standards efficiently and fairly.There are significant differences before and after losing lands in employment level and social security level with low efficiency. In terms of fairness, there is great gap between landless farms and urban residents. In addition, the unscientific land expropriation compensation and imperfect resettlement institution has led to a lack of basic securities. Due to weak human capital and social capital, landless farms have difficulties in finding new jobs. The sustainability of rural old-age security is poor due to lack of transition between urban and rural old-age insurance system. The urban and rural dual medical security system has caused low participation rate of landless farmers.Paper using empirical research and comparative analysis research method, from the welfare economics efficiency and fair perspective, analyze the research farmers lost ground after the cause of the low life safeguard.Based on Xuzhou’s economic level and actual needs of landless farmers, this paper proposes to build up multi-dimensional minimum social security system for landless farmers, an endogenous dynamic development system with employment at the core and a multi-level old-age security system with urban standards, as well as scientific medical insurance system design and management mode. They are aimed to provide basic securities for landless farmers’ living, employment, pension and heath care.
