The program of Prospering Frontier Action aims to revitalize the border areas’economy and to enrich the residents’lives in the border areas. The stability and security of the border areas contribute greatly to the national security, which means the peaceful and stable circumstances for the socialism economy development with Chinese characteristics as to the sustained, rapid, healthy and peaceful development of China’s economy. More financial budget shall be arranged for the border area so as to a balanced development between the border areas and the inland. It is the requirement for ensuring regional balanced development and realizing the common prosperity.It is conducive to grasp the effective of prospering frontier action, summarize experience and moral, offer intellectual support to deepen the prospering frontier action for assessment the effective of the prospering frontier action when it is decennial. This article through the data statistics of the border counties of Inner Mongolia autonomous region in economic and social development, analysis the11th Five-year Plan of border counties of Inner Mongolia autonomous region in economic and social development status with statistical and empirical method,I expect to evaluated effectiveness of prospering frontier action of the Inner Mongolia autonomous region.The result of analysis show that the implementation effect of prospering frontier action in counties of Inner Mongolia border is not satisfactory. The empirical results show the implementation impact of prospering frontier action to the force of economic development is not significant in border counties of Inner Mongolia autonomous region, even though the program really significantly improve growth of all aspects of economic indicators from the ability of economic development. It is not only that the gap among areas still widening though it promoted the growth of secondary and tertiary industry and the impact of improve the growth rates of investment in fixed assets, GDP and local fiscal revenue is not effective though it promoted business activities of the border area, but also failed to promote the growth of primary industry and significantly increase the per capita income out. The implementation of prospering frontier action brings accelerating growth to infrastructure construction, but little effect to the education career development and medical health care. Therefore, it is necessary in12th Five-year Plan to continue to strengthen the action of Prospering Frontier Action, promote the development of the border characteristics regional resources by the local condition, enhance the economic development ability by develop the comparative advantage, and it is also necessary to effectively improve the infrastructure in border area by increasing investment, improve the frontier life by widen the employment way which aims to the people’s livelihood, explore flexible and efficient border education mode by adjust the allocation structure of education resource and solidify basic education of the border area, construction the flexible to adapt medical insurance system of the border area by improving the prior configuration of medical and health resources to border area.
