The Telecommunication services sector is an important country strategically fundamental industry.The level of development of the telecommunications industry not only determines the level of a country’s level of information, but also affect a country’s future development potential.After30years of development since the reform and opening up, China’s telecom services industry has achieved good results.Communication network construction in China has begun to take shape.The size of network and the technical level have reached or approached the world advanced level.Three basic telecommunications operator has also has leapt to the Fortune500companies.Worldwide telecommunications industry is in full swing.Markets of developed countries put forward higher demand for the development of the communications industry,such as new business in the high-speed Internet access, three nets fusion, cloud computing and the Internet of Things has a broader set of needs.While the developing countries in order to bridge the "digital divide" to catch up with developed countries are also trying to working for the telecommunications network and constantly improve the fixed, mobile phone access rate and coverage of internet.Therefore, investment and mergers and acquisitions is in full swing in the telecommunications industry worldwide.Telecommunication Services in China should make full use of their own financial advantage, technical superiority and operational experience, to catch this golden opportunity of the World Telecommunication Development. We should take the international strategy to actively participate in international telecommunications competition.China’s telecom operators have had the attempt of internationalization, but cautious pace with little success,which does not match with the scale of China’s huge domestic market and telecommunications companies. Therefore, we should carefully study the current situation faced by China Telecom services to analyze their competitiveness.We should analysize other the countries overseas development strategy of telecom operators,, summed up the strategic path for the internationalization of Chinese enterprises. This article first start from the basic concept to clarify the basic aspects of the telecommunications services and features, and elaborated addressed the fundamental commitment to opening up of China’s telecommunications services.The basic concepts of telecommunications services contains basic telecommunications services and value-added telecommunications services.Basic telecommunications means that information flow to provide basic communication skills and equipment facilities.Value-added telecom service mainly refers to the use of computer network services, including E-mail and voice mail, Internet business, e-commerce and other online computer services.Value-added telecommunications services are a smaller proportion of the total of the entire telecommunications service industry, only about1/4of the total of basic telecommunications services, a wide range of business involved in a huge number, thus the paper studies the basic telecommunications servicesprocess of internationalization.The second part focuses on the international competitiveness of China’s telecommunications services and international market environment. The third part of firstly analyzes the strategic choice of internationalization strategy by Deutsche Telekom and Singapore Telecom, two multinational telecommunications companies,drawing on its experience as reference for the international strategy for China’telecommunications services. Then the target market and entering mode were compared, summed up China’s neighboring countries should be as well as emerging markets as a focus on the development of object, give priority to international mergers and acquisitions as the international path selection.Finally, put forward a series of strategic recommendations from government and enterprise two levels.At the government level, should create a favorable legal, competitive and international environment through legislative measures and openning markets to private capital as soon as possible.And at the enterprise level, should take the technical innovation as the core competitiveness of enterprises.And implement the international strategy in a planned way through the enterprise system design, brand creation, etc way.
