Plan for China’s Tumen River Region Cooperative Development—Changchun,Jilin, and Tumen as the leading zones of development and opening up has madeChangJitu to be a new economy development district in our country, which provides agood opportunity for the society and economy development of Jilin province, and helpto attract lots of outstanding talents in and abroad to make contributions to the economyconstruction of ChangJitu. Nevertheless, under the background of the globlizedeconomy with fierce competition, many troubles referring to human resourcesadministration and enterprise training has emerged out from some enterprises in andabroad, leading to aggravate the brain drains in the following years. However, someenterprises in ChangJitu has confrounted the same questions in their developmentcourses, which has augmented the risk of preserving the talents, and has blocked theconstructions of these companies, ultimately impairing the development of ChangJitusociety and economy.Whereas, the outline for china middle and long term education reform anddevelopment (2010-2020)has put forward that it should devote major efforts to explorthe vocation education and continuation education, and to carry forward the lifelongeducation belief, to enhance the information technology training for the qualifedpersonnels, in the meanwhile, to explor the community education and distance learingresources vigorously, in order to build a learning type of society ultimately, which hasprovided some policy guidances and theory foundations for the enterprises’talentscultivation of ChangJitu district, and it may contribute to these companies, to updatetheir ideas for talents cultivation, and to strengthen training investment, nerturing andeducating more high-quality talents, ensuring the human resources safety of ChangJituand the society harmony.Therefore, for the sake of ensuring the talents steadiness of the companies in ChangJitu area, cutting down the talents loss probability, and cultivating more excellentemployees for them, this article has investigated and interviewed some enterprises in theleading zones of development and opening up of Changjitu on the spot, and has makesome findings reports to reveal several problems in human resources administration andinformation technology training for employees, and then has brought out somestrategies. In the end, this article has taken out some suggestions and references forthese enterprises and some relevant policy decision departments.
