Research On Bid Evaluation Method In Tobacco Material Tendering With Quality Chain Management

As a national pillar industry, tobacco industry is highly valued and actively developed by national governments especially local governments. To enhance the overall efficiency of the tobacco industry with further improving supply chain management in recent years, the State Tobacco Monopoly Bureau (referred to as "State Board") issued a series of documents, such as promoting the financial cost of the standard, tobacco materials public tendering, etc., which represents that the tobacco industry continues to seek cost reduction and quality improvement. Materials purchasing and tendering as the first ring of supply chain, has an important impact on the overall efficiency. Tobacco material procurement involves huge quantity and cost, so its quality and prices directly affect the quality and cost of finished cigarettes. As well as price and quality are a contradiction, how to strike a balance between the two becomes the research of tobacco material procurement. This article which combines current research-the quality of the tobacco industry chain management has defined the concept of procurement. Based on characteristics of the industries which only focus on purchasing with quality or price, more commonly used methods are analyzed. And an ideal assessment system has been introduced based on the quality chain management ideas; The theory is verified with the last instance as well.The main contents of this article are as follows:Firstly, this article analyzes procurement status, scope of procurement and procurement processes of the tobacco industry, and holds the analysis with the game theory for both sides in bidding and purchasing of tobacco materials, as well as the best program of both procurement and supplier in repeated games. Combining with specific tobacco tender illustration, the balance and harmony arrangements of supplier evaluation and price is important. Finally, it summarizes that the core method of current tobacco industry tender is based on the quality chain management of tobacco materials to carry out tender.Secondly, this article focuses on supplier evaluation and purchase price evaluation methods of tobacco materials tender. Combining with qualitative evaluation and quantitative evaluation of the supplier evaluation, after studying the content and assessment scores of supplier evaluation, it determines the supplier evaluation system with the integrated use of a combination of qualitative and quantitative methods. In the evaluation index of the price, after giving three methods of bid price’s determining, and in accordance with its own characteristics of tobacco material, it summarizes the methods of determining the tender price of tobacco materials.Finally, with the use of the assessment system with quality chain management, combining with a tobacco industry’s2011procurement tenders instance, this article demonstrates that public tender and the overall score bring business benefits, and describes preparatory work on bidding and tendering implementation process, finally comes to this conclusion that the tender based on the quality chain management of is a natural choice to enhance overall economic efficiency of the tobacco companies.
