Study On Overseas Railway Construction Materials Procurement Tender Evaluation Methods

With the implementation of China’s railway projects construction globalization strategy, the railway construction materials procurement is playing a more and more important role. In large-scale railway construction work, materials procurement takes about 35% of the investment value. Thus, materials procurement management of the railway construction project is very important.Overseas railway construction projects’ materials procurement is a job deceptively simple but complex in actual operation. Compared with the other domains of overseas projects’ materials procurement as well as domestic railway construction projects’ materials procurement, overseas railway construction projects’ materials procurement shares many features in common with them but preserves its own unique identity in railway industry.Evaluation of the bidding is a vital part for overseas railway projects’ materials procurement, a rational and scientific evaluation method is directly related to the result and effectiveness of the entire tendering work. In the current practices of overseas railway projects’ bidding evaluation, evaluation methods’ simplification, low tender risk awareness, subjective qualitative evaluation or judgment, insufficient rationality or persuasiveness of evaluation results, are the problems.To solve the above problems, this paper will study on overseas railway projects’ materials procurement Bid Evaluation Methods both theoretically and practically. In this paper, the theory as well as related laws and regulations of tendering are elaborated first of all; then problems of Bid Evaluation Methods for railway materials procurement are found out and analyzed; solutions for these problems of Bid Evaluation Methods are proposed.Finally, a case study will be presented based on overseas railway construction materials’ procurement tender Bid Evaluation Methods improvement practices of Group C, a subordinate unit of China Railway Construction Corporation (CRCC). Group C, has standardized the overseas railway projects’ materials bidding procurement activity through optimization of evaluation experts database, reasonably low price analysis, a comprehensive scientific assessment mechanism and a series of other management methods. Group C makes its contributions to overseas railway projects construction.
