Land is the most important material basis and prerequisite for human survival and development, and labor material for the social production, and the most basic means of production of agricultural production. This is a basic national condition of our country, China’s per capita arable land is less than the world average level of40%, and the reserve resources of cultivated land are seriously insufficient, while China is a great country of traditional agriculture, which determines the basic position of the land resources in China’s top priority, but also reflects the significance of strengthening land management to protect arable land resources for the sustainable development of China’s national economy. The Land Administration Law of the People’s Republic of China revised in1998applied the land use regulation system to protect arable land as the core target, so far, our country of cultivated land protection work also to step on to a new step. The actual total arable land in China in recent years continued to decline, resulting in a significant reduction in cultivated land in China mainly due to non-farm occupied by construction, ecological restoration, the adjustment of agricultural structure and disaster damage. It is obvious that land use regulation plays an active role in farmland protection, but because the system in establishing system, many aspects of the law-making and related systems etc. problems, serious impact on the effect of the implementation of land use regulation system, thus affecting the effectiveness of the protection of farmland.The purpose of this study is that by analyzing the reasons of the protection of farmland effect of land use control system in China, to explore suggestions to improve the farmland protection effect of land use regulation. Mainly by means of data studies, comparative analysis and other research methods. The study mainly focuses on the problems of the farmland protection under the land use regulation system. On the basis of comprehensive analysis of literature and theories of many scholars, starting from the status quo of the farmland protection in China, this article identifies the main problems of the farmland protection, and thus in terms of land use control system itself, the legal system and the related systems, systems analysis the barriers of farmland protection effect, finally puts forward countermeasures and suggestions for China to improve the effect of land use controls for protecting farmland. The study concluded that we should improve the land use control system itself, the legal system and the supporting system in order to improve the effect of the protection of cultivated land. The innovation of this paper is that land use control as a research background, a systematic analysis of the situation and the problems faced as well as the reasons of the protective effect of arable land use control, on the basis of this analysis, the thesis puts forward the corresponding countermeasures to improve the protective effect of land use control of arable land in our country.
