| The coal industry, a basic industry, is closely related to the macroeconomic development and the lifeblood of the national economy. However, for the past long time, the coal industry which is irrational structure, the forms of industrial organization which is lack of economic rationality, the technological development is the lack of stamina and other series of problems have seriously restricted the development scale and speed of development of the coal industry. Facing the hardness of coal resources supply, it becomes a real problem urgently to be solved that how to promote the adjustment of industrial structure in the regions which are rich in coal resources, so as to upgrade the competitiveness of coal enterprises and coal industry. In the context of global economic integration, as the main form of regional economic development, industrial clusters aspects of a powerful force in optimizing the allocation of resources and enhancing the core competitiveness of the industry and regional, therefore it has caused a great concern of scholars at home and abroad. China’s "12th Five-Year" Plan has explicitly proposed the strategic thinking about building the country’s14large coal production bases quickly, Promoting merger and reorganization of enterprises, developing the modern coal industrial system vigorously and improving the core competitiveness of the coal industry which provides a broader platform for practice for the development of industrial clusters. It is in this context, through the study of the industrial clusters of large-scale coal production bases, this paper looks forward to providing a new development ideas for the coal industry, and hope that industrial clusters speed up the structural optimization of coal industry and promote the development of coal industry thereby promoting the economic development of regions which are rich in coal resources. Based on the industrial cluster theory, life cycle theory, the system evolution theory, evolutionary game theory and the theory of institutional change, through literature research, qualitative research, models research and norms research, This article discusses the concept and features of the industrial clusters of large-scale coal production bases and analyses the power factors of the industrial clusters of large-scale coal production bases evolution, evolving power, evolving mechanisms, life cycle, evolving characteristics, evolving path as well as the clustering policies of promoting the development of coal industry. This article believe that the dynamic elements of the industrial clusters of large-scale coal production bases evolution include resource elements, main elements and environmental elements; evolving powers include basic power, development power and auxiliary power; evolving mechanisms include regional factors drive mechanism, industry interaction mechanisms, technological innovation mechanism and regional locking mechanism; the evolution of the industrial clusters of large-scale coal production bases can be divided into four phases which are formation-phase, growing-phase, maturity-phase and recession and the transition-phase, dynamic mechanisms show different evolutionary characteristics and evolution paths in different stages; the Government, as an important principal elements of the cluster, play an important role in planning, guiding, coordinating, controlling the coal industrial cluster in the process of evolution. In order to ensure the industrial clusters of large-scale coal production bases healthy and sustainable development, according to different lifecycle stages of the industrial clusters of large-scale coal production bases, the government should adopt different strategies pertinently:"creating conditions, formulating plans";"strengthening supervision, aggrandizing advantages";"pushing innovation, promoting the upgrade";"keeping competition, guiding transformation".The innovations in this thesis may be the following aspects:First, based on the view of the elements composing regional spatial structure, the life cycle of industrial clusters of large-scale coal production bases can be divided for "plaque-forming distribution stage","point-line distribution stage","mesh distribution stage" and "system restructuring stage". Meanwhile this paper also research and summary the formation, development and typical features of each stage. Second, on the basis of the analysis of the dynamic elements and the evolving power of the industrial clusters of large-scale coal production bases, it puts forward four evolving mechanisms, and points out that dynamic mechanisms have different dynamic characteristics and evolving paths in the different stages of the life cycle combined with its life cycle evolution.This thesis argues that researching the evolving dynamics mechanisms and paths of the industrial clusters of large-scale coal production bases, on the one hand, it can perfect and enrich its theory system and also contribute to raising people’re-excitation about the problem of resources and environment and then stimulating the government and coal enterprises’passion for the road of the coal industry’s development; on the other hand, it provides decision-making reference for the smooth restructuring and development, that is from coal industry to the non-coal-based industries in the practice areas. |
