Along with take Shanxi as representative’s coal industry resources integration of large curtain opened, talent has become to sustainable development the key bottleneck of the large-scale coal production bases industry cluster. Talent development is inseparable from the environment, to seize the talent of environmental construction, to seize the key points of human resource development and the commanding heights. But researches on the large-scale coal production bases industry cluster’s talent environment have mostly about talent environment connotation, classification, influence factor and appraisal system etc, geographical differences, regional economic conditions, industry particularity and other factors did not taken into account, making the resulting lack of dialectical unity of universality and particularity. Therefore, the large-scale coal production bases industry cluster talent environmental problems have important practical significance.Thesis to the large-scale coal production bases industry cluster’s talent environment as research object, such as the theoretical basis of the industry cluster theory and behavioral science management theory, using of scenario planning to build the large-scale coal production bases industry cluster talent environment. The main content of the paper is:(1) Connotations and characteristics of the large-scale coal production bases industry cluster and its talent environment is defined;(2) From the economic environment, institutional environment, living environment, science and education environment, work environment, culture environment, talent introduction and training, talent who use and evaluation, talent services and other aspects of the large-scale coal production bases industry cluster’s talent environmental impact factors were analyzed;(3) To analyze the current situation of the Shanxi Large-scale coal production bases industry Cluster’s talent environment:The structure of Human resource is irrational, a serious shortage of talent; The natural environment, occupational environment and living environment were relatively poor, the safety coefficient was low; Developed a series of talent policies and regulations, but the lack of innovation, stability and flexibility, they can not meet the objective requirements of the large-scale coal production bases industry cluster development; The level of development of the industry have been significantly improved, but largely dependent on industry, strongly dependent on the local necessities, low energy and emission reduction policies requires, which to its economic development will be a huge challenge;(4) Through the analysis of the Large-scale coal production bases industry cluster’s talent environment of Shanxi, obtained dozens of influence that the key factors to the development of talent environment and its driving force, and determine the three uncertainty spindle:government coercive power, the coal industry development strategy, the physical environment. Accordingly constructed eight possible scenarios, selecting three representative scenarios to analysis and expansion, finally obtains the best scene;(5) Proposed the policy recommendations about the development of Shanxi province large-scale coal production bases industry cluster talent environment, which from four levels of government, the coal companies, auxiliary enterprises of coal, services management agencies of coal, in order to optimize the environment, ultimately achieve the talent accumulationThe innovation of this paper maybe as follow:(1) To preliminary explore the large-scale coal production bases industry cluster’s talent environment evaluation system, established a systematic framework with the elements of talent environment in home and abroad. From previous studies, more for the environmental studies of regional and industry personnel to gather, less for the large-scale coal production bases industry cluster’s talent environment, there was no distinction between the large-scale coal production bases industry cluster and others, and ignored the characteristics of large-scale coal production bases industry cluster and its talent environment, may lead to differences in the evaluation system.(2) To define the concept of the large-scale coal production bases industry cluster and its talent environment.
