Research On China’s Urban Housing Social Security Aimed At “Home To Live In”

Housing, one of the basic human needs, has been accepted as basic human rights by many countries and areas all over the world. When the level of economic development is relatively low, human demands for the utility function of housing. As the development of economy and society, human requires more for housing as well. Housing should not only be physically suitable for living, but also satisfy people mentally. Therefore, housing needs is hierarchically characterized. As the natural attribute of general merchandise, housing is a unity of value and use value. Besides, it also has its own important social attribution, strong external effect. For this reason, housing problem is widely valued in many countries and areas over the world.Along with the growing industrialization and urbanization, an influx of immigrants into the cities, causing shortage of land supply and the rising price of land, and with the rigid demand for housing, its price is stubbornly high. It is impossible to solve the housing problem only relying on the self-readjustment of the market mechanism. The government should establish and perfect the housing security system, raise the housing standard of all people, and play a leading role in guaranteeing the housing problems of low-income families.After founding a state, China established the housing physical distribution according to the planned economic system. Since the reform and opening up, China reformed and market-oriented it’s housing security system form physical distribution to monetary distribution, the housing security system in China mainly contain the low-cost housing, affordable housing, housing accumulation fund system and public rental housing. It is desirable that the housing security system plays an important role in increasing per capita housing area of people and safeguarding the housing demand of low-income family. However, the housing security system is uncompleted because of the drawbacks in the design of system and the problems in implementation of policies."Home Ownership Scheme" more emphasis on the ownership of the house, but in the context of high housing prices, it’s impossible to realize the goal of "everyone has its own house"."Home to live in" can solve the gap between the housing objective demand and high prices well. Under the promise of multi-level housing social security, seeking for more ways to realize the goal of "home to live in" has became the main direction of housing social security reform."Home to live in" mainly means all the people, regardless of his occupation、 income、urban or rural, should has a place to live in, and the basic hosing condition and rights.In the Twelfth Five-year Plan, China will face a pivotal period in which it will enter an overall development of industrialization, urbanization and agricultural modernization, so there will be more pressure. Constructing and consummating the housing security system fast and standardizing the housing market further have significant meaning to alleviate the contradiction between the payment ability of low-income families and the high price of housing, and also have a great value to construct a harmonious society in which all ages share the achievements in economy and social development.In this article, we spread our research on the construction of housing security system of "home to live in". Firstly, the article analyses the quasi-public goods nature of housing, provides the theory basis for the government to solve the housing problems and takes documental analysis of the housing security system since liberation in China. Then, it summarizes the experiences of other countries and areas, such as Singapore, Hong Kong area of China, Sweden and the United States, and gives enlightenment to Chinese mainland. Finally, it puts forward some countermeasures for the constructing of urban housing security system characterized with "Home to live in".
