The arable land is the most important agricultural production, at the same time basic farmland is the essence of the arable land. Protection of basic farmland, in essence, is to protect national food security and the foundation of the national economy. In addition to the protection of agricultural production capacity, the protection of agricultural land also has important social significance, that is to protect farmers’ rights and ensure social stability. In the process of urbanization, the number of basic farmland is declining, while the lack of compensation mechanism of the basic farmland protection is an important reason for China’s basic farmland protection issues. To solve the basic farmland protection problem, we must build the basic farmland protection compensation mechanism, improve the basic farmland protection policies and systems. In this paper, included the followingaspects:First, introduce the underlying concepts and theoretical basis, the proposed hypothesis and analysis from the perspective of the development rights of agricultural land protection of basic farmland compensation. Compensation of the basic farmland protection can be divided into three categories:a basic farmland protection areas, farmers have lost the right to pursuit of the land differential income, which is the basic farmland development rights; a planned urban area of basic farmland for agricultural land use non-farm and value-added income in the rural collective economic organizations and basic farmland protectors should be involved in distribution; basic farmland exsitu generation of security and protection of basic farmland index swap compensation.
