Online land supervision (referred to as the online supervision in the thesis) makes full useof information technology based on the duties of state land supervision bureaus, and combines3S technologies and the data of land-use management in order to find out, audit and correctthe problems of land-use management. Its essence is the application of informationtechnology in land supervision.The thesis takes Analysis of Management Issues Online Land Supervision Applicationperformance and System Model Building as the title. It mainly researches the bottleneckproblems during management, establishes working mechanism which acquires and renewsdata, improves and updates system. There are no research reports about the application ofinformation technology in land supervision in China and no wording of online landsupervision system. Therefore, the research topic is unique. The research aims to build newmodel of online land supervision which has sound system, coordinate mechanism, dataGuaranteed and efficient operation. The thesis takes various research methods such as contentanalysis, inductive analysis and statistical analysis, with the direction of the theories of publicorganization structure and communication. The thesis takes working material as researchsample, summarizes and analyses management issues in the present system based on externalenvironment of online system and requirement improvement. It further analyses the mainissues in the management, identifies key management issues, and offers the countermeasuresthrough statistical analysis of quantitative classification and direction so as to provide a basisfor building a new model. The main conclusions are as follows:First, After a comprehensive study of online conference materials in2011from each bureauof state land supervision, there is a conclusion that40management factors of8aspects areinvolved with the application performance of online systemsSecond, the thesis actually analyses29key management factors from4kinds, then dividesthem into4types such as vertical, horizontal, self, and comprehensive according to sourcedirection and offers corresponding measures. Among them, the institutional arrangements,project indemnification, communication and coordination are the most important measures.Third, the most prominent problem affecting system utility is to protect technical conditionthrough quantitative analysis of main management factors. From quantitative analysis of thesource of main management factors, it indicates that the problem mainly comes from thevertical and can rely on administrative system to resolve. Fourth, the main issue is that the current online system can’t completely satisfy the actualrequirement of full system, full-service and the whole process. The data contradictionbetween supply and demand highlights, and database construction is lagging behind due toinadequate accession mechanisms. So basic protection hasn’t formed normalized mechanism.The main approach is to build a new online system and a new mechanism taking dataprotection as the main content.
