Research On The Mechanism And Efficiency Evaluation Of Geological Exploration Investment In Science And Technology

Science and technology develops rapidly since the21stcentury. Investment inscience and technology is of the world’s attention. Geological exploration investmentin science and technology is necessary to protect the sustainable development ofgeological work. The scientific and effective evaluation is the important means ofscientific rationalization and efficiency of geological exploration investment inscience and technology. This paper analyzes the mechanism of geological explorationinvestment in science and technology on the basis of literature review. Then builds theevaluation index system and uses the DEA method to evaluate the effect of ourgeological exploration investment in science and technology. In the end, this paperputs forward practical mechanism of geological exploration investment in science andtechnology to provide strong support for the sustainable development of geologicalwork.Main achievements are as follows:1.Build the theoretical framework of investment in science andtechnology. Based on the theory of technological innovation as well as endogenousgrowth theory, this study constructs the theoretical framework of investment inscience and technology, which illustrates the importance of investment in science andtechnology, and provides a systematic support to the evaluation index systemand mechanism of geological exploration investment in science and technology.2.Design the evaluation index system to evaluate the effect of our geologicalexploration investment in science and technology. The evaluation index systemincludes input and output aspects based on the literature reading, the index systemprinciples and the characteristics of geological exploration,which contains indicatorssuch as the science and technology funds, scientific and technical personnel,project number and papers number.3.Evaluate the effect of our geological exploration investment in science andtechnology. This paper uses the DEA method to evaluate the effect of geologicalexploration investment in science and technology of19scientific research institutions.The results of overall efficiency, technical efficiency, scale efficiency andimproved value enrich the content of empirical research. The results show that someinstitutions are of great input and output efficiency. In the meanwhile, a number ofinstitutions still waste the staff and fund. In addition, the number of subject and papers need to be improved.4.Put forward practical mechanism of geological exploration investment inscience and technology. Combining the status of geological exploration investment inscience and technology as well as the data analysis, drawing on the useful experienceof foreign countries, this paper proposes a new mechanism for the promotion ofgeological exploration investment in science and technology, and it makes reasonableand feasible recommendations on strategy, financial security, science and technologylegislation, scientific and technological personnel training, science and technologytransformation as well as international science and technology cooperation.
