In recent years, County Economy gets more and more extensive attention. As the process of Liaoning revitalization, along with coastal economic belt of Liaoning has raised the national strategy, and Shenyang economic zone has been determined for synthetically reform testing district, Liaoning has become the national investment, development hot spots and focus. All of these provide County Economy of Liaoning with a good opportunity. Finance as one of the tools of government market economy macro-control, has an important support and assurance role in the development of County Economy. This paper based on the relevant theoretical knowledge of Industry Economics, Regional Economics, Public Finance, draw lessons from the research achievements of the development of County Economy in our country that scholars have obtains at present, use the theories and positive study, qualitative analysis and quantitative analysis, comparative analysis and writing combined with diagramming to illustrate Liaoning status of development of County Economy, to thoroughly analyze the main problems and reasons in the process that Finance promotes the development of County Economy, put forward to advice of fiscal policy to promote the development of County Economy in Liaoning province.
