Study On Financial Support For The Economic Development Of Liaoning County

As the basic unit in a national economic system, County Economy is an integration of rural economy, urban economy, macro-economy and micro-economy. It is very important for the development of national economy to seriously affect economic development and social stability. Financial development, as the core of modern economy, promotes development of national economy. Prefectural region finance plays a significant and irreplaceable role to support the development of local economy and finally changing the dual economic structure. Since China's reform and opening-up, China's financial sector have been great changes, and taken a lot of work in supporting regional economic growth. But the level of prefectural region financial development is so lower; whether in the management mode or business scope, that it leads to the lack of financial support of county economy to a certain extent, which inhibits development of the county economy.In November 2002, Sixteenth CPC National Congress reported that "processing industry for agricultural products and expanding county economies." It officially takes county economy development into the national economic construction and reform of economic system. In recent years, Under the correct leadership of the Central Committee and the State Council, Liaoning province takes county economy as the point of local economy development, and releases policies and measures on speeding up the development of county economy. These measures promote the sound and fast development of Liaoning county economies. Financial budget income of 44 county reached 290.6 billion Yuan in 2009, more over 80 billion than in 2008. However, with the rapid development of county economy, there are some problems such as credit support and financial services, which seriously restrict the further development of local economy. Therefore, discussing how to promote county financial system reform, and how to improve the level of financial services, to increase financial supports for the healthy development of county economy is of great practical significance.In this background, this paper tries to use economics theory and finance theory, combined with data of the county economy in Liaoning, using literature study and social investigation and research methods, to analyze financial supports to the development of county economy:Firstly, to investigate and research Liaoning county economic development and financial supports to get objective evaluation. Then, to point out problems in three aspects of the industrialization of agriculture, industrial cluster and urbanization of county. Furthermore, to analyze four contradictions between county economy and financial supports. Finally, to put forward some strategies and specific measures of Liaoning county financial reform to solve the existing problems.Meanwhile, there are also some shortcomings:Firstly, the financial support of County Economic Development in our country is still in the theoretical exploration and preparation stage. This subject is not systemic, and many conclusions also need to verify. Secondly, access to data is a difficult task, because a lot of statistical data is not recorded or imprecise. Thirdly, digestion and absorption of existing theories related is not easy, constrained by the knowledge structure.
