Nowadays, China is a growing power of the developing countries which was chasing the modernization of the country and the achievement of modernization, for this reason we must advance the country’s industrialization and urbanization construction, but the construction need take up a lot of the land, Under the limited number of state-owned land not to support the development of huge demand gradually, the trend of taking up the collective land has been irreversible. In recent years, a large number of collective land have been applied to non-agricultural industries, and made tremendous contributions to national economic prosperity and the development of the society, as well as the construction of the city. However, at the same time, the system of our country’s collective land expropriation is not perfect, the local governments blindly pursuit of economic growth, and take up a large number of collective land, so many problems and contradictions are raised, for instance, The standard of collective land compensation is unreasonable, cost of compensation is low, procedure of collective land is not perfect, legitimate rights and interests of land-lost on farmers are deprived, land-lost farmers suffer "lack of land, jobless, no security" triple trouble and so on. These issues can’t be solved effectively, which caused farmers’strong dissatisfaction, many of them resist collective land expropriation, even in some areas, the conflict between the government and farmers also broke out. How to solve the collective land expropriation is becoming the focus of attention of the society from all walks of life, and it will be a key factor of affecting social stability and national economic health development.This paper is based on the theory of social justice to discuss in depth expropriation of the collective land, take this connotation, find the problem, investigate its reason, seek the solution. First of all, in the second chapter detailedly analyse the collective land expropriation and concepts, characteristics, procedures and the masters and participants; Second, in the third chapter, the research is based on the present situation of the collective land expropriation, then we analyse problems in the three aspect including the compensation and procedures and life safeguard on lost-land farmers, and deeply analyze the internal causes on these problems; And in the last chapter I offer a fair and reasonable system of collective land compensation, improve procedures of the collective land expropriation, and the construction of the system of the comprehensive and pluralistic social security these three measures to solve the current problem of the collective land expropriation.All of them aim at promoting the harmonious coexistence of land expropriation between farmers and collective land, which can meet the needs of the development of the modernization of the country and farmers’ future for the survival and development of help.
