Community-based Path Selection On Rural Public Services

"Three rural issues" is the inevitable outcome of the transition of China’s agricultural civilization to industrial civilization, is also plagued the major issues of rural economic and social development, Education, health care, minimum living allowance, employment and other services related to the people’s livelihood of the farmers, and related to the rural areas, agriculture and farmers, all-round development of basic public services, is currently farmers are most concerned and most urgent. Improving the supply of public services in our rural areas has really done a lot of work, issued many policies to a certain extent, the supply of public services in rural areas has also made certain achievements,but because of our long-term implementation of the urban-rural dual economic system, public service inadequacy of the supply mechanism is imperfect, and rural residents to participate in, making public services in rural areas there are still obvious supply shortage or lack of, urban and rural supply is not balanced, supply efficiency and low situation.This is not only a serious impediment to economic and social development in rural areas, also makes the rural residents’ interests are harmed, restricted their improved quality of life.The rise of rural community development and as a subsystem of the entire rural community, the development of benign operation and coordinated development of rural society has an important impact.The structural transformation of Chinese society and government administrative reform go hand in hand calls for a wide range of new rural community management and service mechanism, to provide and improve the structure of the state provision of public services by the community as a platform will change the status quo of insufficient supply of public services in rural areas to eliminate the plight of rural public services in rural supply.Through the analysis of the problems and reasons in the supply of public services in rural areas, because of the multi-center management theory and social capital theory-based, combined with the experience of domestic and international public service community-based rural public services community-based path selection, the need to rebuild and effective use of social capital in rural areas and promote rural public services, community-based should be established financial participation and oversight mechanisms.
