The Research Of The Grid Power Construction Effectiveness Evaluation Based On The Social Responsibility

As the focus of corporate interest，enterprise financial management has playedan integral role in the enterprise commitment to socially responsible behavior，andfinancial management model will transform from the "shareholders first" into"cooperation".The grid construction is the investment activities of the grid companies,its investment objective, investment decisions and investment evaluation will changewith the requirements to fulfill their social responsibility.What’s more, compared withthe power grid construction investment’s expanding scale ,the effectiveness ofinvestment projects evaluation of theoretical research is lag behind.As the investmentevaluation content of the financial management, grid construction-effective evaluationdefined from a new perspective theoretically is a reality necessary. Build effectivenessdemands with the social responsibility as a logical starting point to reflect theeffectiveness of the demands of stakeholders,and guide the power grid enterprises tofulfill their social responsibility in investing activities .According to the practical needs of the grid investment management ,this paperelaborated how to define enterprise social responsibility and effectiveness evaluation,analyzed from the power grid construction projects’economic and social currentsituation, and the study found that: The existing power grids construction efficiencyevaluation does not meet the financial management model to fulfill their socialresponsibilities, mainly focus on the economic evaluation, economic and socialbenefits is not easy to choose, it can not guide the power grid enterprises to fulfill theirsocial responsibilities in the power grid construction investment, it is difficult to makeinvestment decisions about stakeholders benefit optimization. How to coordinate andhandle economic benefits and social benefits scientificly and practically, how to guidegrid enterprise to make the power grid construction investment decisions and how toimprove investment efficiency is particularly critical, therefore ,put forward evaluatethe effectiveness of grid construction from the perspective of social responsibility.Under the point of view of social responsibility, the paper has elaborated the nature ofthe power grid enterprises, has analysized of non-normal commercial enterprises in thepower grid enterprises has to undertake the special social responsibility except generalsocial responsibility, demonstrated fulfilling their social responsibilities in theirinvestment activities has a unified effection on project’s economic benefits and socialbenefits. To identify the effectiveness of grid construction from the power grid construction stakeholders point of view innovatively, to build a new power gridconstruction efficiency evaluation index system and evaluation model. Studies haveshown that evaluation theory and models which based on the social responsibility canbe better applied to the actual, to make investment decisions according to efficiencyrequirements of the stakeholders is more scientific, in favor of to maximize investmentreturns in power grid construction. Identify the investment returns from theperspective of stakeholders to fulfill their social responsibility，can reflect the realbenefits of power grid construction more objectively. From the evaluation of thedegree of power grid construction to create the various stakeholder’seffectiveness ,guiding the power grid enterprises to fulfill their social responsibilitiesconsistent with the financial management activities ,promoting enterprises todevelop sustainablly , and play an important role in people’s livelihood.
