Regional Leading Industry Decision-making Model

Regional leading industry is the main part and framework of the regional industry system. The correct choosing and development of regional leading industry is the precondition and key of the realization of rationalization of regional industry structure, affecting the orientation and speed of the whole regional economy.China's 16th Party Congress put forward a concept of New-type industrialization. In this context, how to choose leading industries in accordance with the actual region situation is the paper's research background. The grey system theory has a unique advantage in dealing with uncertain question, so this paper using the way of Grey cluster assessment to cluster the industrial department and uses grey clustering decision to arrange the identical category. In order to make up the gray cluster analysis's defects in the empower, we use subjective and objective method to empower. This approach reflects the subjective intent, but also based on objective data.In this paper, we first introduce the existing criterion for choosing regional leading industries, and analysis the principles for choosing regional leading industries, and then we try to propose the new demands to choose leading industrial in the background of New-type industrialization ;Second, we analysis what factors can impact choosing regional leading industries, and also analysis the benchmarks of the regional leading industries in the background of New-type industrialization; Third, we establish indicator system for choose regional leading industries base on the New-type industrialization, assess some ways for choosing regional leading industries, and select the way of Grey cluster assessment to cluster the industrial department. Finally, take Hunan industrial sector as example, we elected the Hunan leading industries from the quantitative point of view, and propose suggestion in the last article part for promote the leading industries development.
