Based on the reality of the fastidious, this study through the questionnaire survey way, the selection of Xin Sheng Cun and Shi pen village,as two villages of Peng Shui Xian, take the method qualitative analysis, comparative analysis, system analysis, combining theory with practice, normative and empirical research binding, tries hard from the specific objective fact that has universal significance conclusion.the cause of the damage to the farmers’interests in the farmland changing is various, including farmland changing regulations and the relevant system lack, local government role does not reach the designated position, farmers own restrictions and agricultural enterprises behavior is not standard, the third party power loss, is the leading cause of farmland changing of peasant interests are the deep reasons of the damage.based on the damages of present agricultural land circulation farmers’ interests, this paper argues that grasp the policy design goal to promote the interests of farmers protection practice, that of optimizing the allocation of resources and realize the farmland of increasing farmers’ income, protection of farmland changing of farmers’ interests. promoting circulation of the farmers’ interests in farmland protection of countermeasures, must solve several basic problems:one is the lack of the system, and the other is the government, farmers, enterprise three party role problem, three is the intermediary organization, or a third force of absence.
